According to the Federal Trade Commission, “Made in USA” means that “all or virtually all” the product has been physically "made" in America. This includes all significant parts, processing and labor that go into the product must be of U.S. origin.
So to be Made in the USA a safe would need to have the body of the safe manufactured in the US, since the body is the most significant part of a gun safe or any other safe.
Notably AMSEC (see below), Fort Knox, and Liberty use US steel in their higher end gun safes.
However, almost all safe companies now bring the body of their safes in from overseas. They then paint and assemble the safes in the US. So, if you dive in deeper to the US manufacturing claims of nearly every safe company, you will find that they mean “American Assembled.”

The assembly process tends to have higher quality materials and superior craftsmanship, as they are held to American standards of construction and labor laws.
Safes made with the made in the USA designation are typically built to satisfy the high-end customers. So, they are made to higher security level specifications (such as UL burglary and fire safe ratings) than import safes.
American safes tend to use thicker gauge steel and higher quality locks, making them more resistant to tampering, cutting, and other forms of attacks.
American made also means better warranties. American made gun safes usually come with free theft / fire replacement. If the safe is ever damaged in a fire, or a forced entry attempt, it will be replaced at NO cost to the end (including shipping!). Plus, replacement parts and ancillary items are more readily available should they be needed.
American made often equates to more rigorous tests by UL or ETL certification standards. Other overseas certification standards exist, and they too do a good job, but many overseas safes are “self-certified” and undergo no testing procedures to back their claims other than internal testing by the manufacturer.
